계정발급후, 재부팅해야만 proftp를 사용할수 있나요?

안녕하세요?
RedHat Linux 7.1k를 사용하고 있구요...
proftp를 사용하고 있는데, 계정을 발급하고 필요한 과정을 거친후
client에서 ftp를 시험해보면 정상접속이 안되어
이런 저런 방법(예 xinetd 재구동...)을 써도 소용이 없고
서버를 reboot하면 ftp가 정상 접속이 되더군요...

혹시 서버를 재부팅시키지 않고
클라이언트에서 바로 사용할 수 있는 방법은 없나요?

아시는 분 있으시면 답변 주시면 대단히 대단히 고맙겠습니다.

1 standalone ---> /etc/rc.d/init.d/proftpd start
2 xinetd ---> /etc/rc.d/init.d/xinetd restart

모든 서비스는 두가지 방식으로 합니다.(standalone , inetd )
재부팅하면 접속이 되는걸로 보아 standalone 인것 같은데 ...
