'열린 포트'의 정확한 의미가 무엇입니까?

만약 80번 포트로 http를 서비스하고 ssh는 사용하지 않을 때, 80번과 22번 포트를 제외한 다른 포트를 모두 막는다면 다른 포트로 접속이 되지 않는 것은 알겠습니다. 그런데 http를 서비스하고 있는 80번 포트와 22번 포트의 차이점을 모르겠습니다.
80번 포트는 포트로 받은 정보를 http데몬에게 넘겨준다고 생각하고 있었는데, 그렇다면 22번 포트로 받은 정보는 어떻게 되는 건가요?
이럴 때는 80번과 22번 모두 포트가 열렸다고 하는 건가요?

22번 포트의 경우 sshd가 돌아가고 있지 않다면 connection refused 가 예상됩니다.
