gcc 문제가 아니고 글자가 찍히는 터미널(?)의 문제입니다.

아마도 도스창에서 cygwin.bat을 띄워서 사용하고 계실텐데요
그 도스창의 등록정보에서 코드페이지를 바꾸어주면 해당언어를 쉽게 printf할 수 있습니다. 참고로 코드페이지에서 일본어/베트남어를 지원하려면 윈도우에 해당 언어 지원팩을 깔아야 합니다.

소스에는 일본어 (Shift-JIS)로 그냥 작성하시면 되겠네요. 간혹 gcc가 Shift-JIS 소스를 제대로 처리하지 못하는 경우도 있지만, 잘 되겠죠 뭐..

한편, 도스창에서는 utf-8을 지원하지 않을 것 같습니다.

일본어랑 베트남어를 동시에 printf하는 거라면 좀 더 복잡한 문제가 되겠네요
