git 에서 branch 생성이랑 Repository 생성에 관해서 문의요

회사내에서 같은 코드인데도 굳이 브랜치를 생성하여 다른 수정을 하는게 아니라
레파지토리를 생성하더라구요
왜 그런건가요?
같은코드면 브랜치 생성해서 수정하면 되지않아요?
차이점좀 알려주세요

왜 굳이 저장소를 생성하는지는 그렇게 하신 분만이 아실 것 같네요.

브랜치와 저장소는 비슷한 점이 없어서 차이점을 말씀드리기가 어렵네요.
