Windows Server 2008 Standard에서 Cigwin 설치 문제점

제가 Cygwin 을 사용하고 있습니다.
그런데 좀 성능이 좋은 Windows Server 컴퓨터를 구입하여 Cygwin을 설치하려고 하는데 자꾸 Error가 나서 설치가 안됩니다.
고수님들의 조언을 듣고 싶습니다.

OS는 Windows Server 2008 Standard 64비트이고요,
파일을 다운받고 설치하려고 하면

Unable to extract /etc/-- the file is in use.
Please stop ALL Cygwin process and select "Retry", or
select "Continue" to go on anyway (you will need to reboot).

라는 메시지가 뜨네요.
"Retry"를 선택하면 계속 같은 메시지가 뜨고요,
"Continue"를 선택하면 프로그램이 중지됩니다.

조언을 바랍니다.

설치하려는 cygwin 버전이 어떻게 되시나요

가장 최근 버전을 다운받아 사용하려고 합니다.
구버전 다운받는데도 모르구요.
최근버전을 Windows 7에서는 잘 사용하고 있습니다

setup log file에는 아래와 같은 말이 적혀있습니다

setup.exe 파일을 관리자 계정(or 권한)으로 실행 하셨겠죠...?

당연히 관리자 계정으로 실행했습니다
Windows Server 2003일때는 문제가 없었는데,
WIndows Server 2008 OS에서 문제가 생기는 겁니다

관리자 계정으로 실행하(는 것 처럼 보이)더라도 UAC가 켜져 있다면
해당 실행파일에 대고 마우스 오른쪽 버튼을 눌렀을 때 나오는 "관리자 권한으로 실행"으로
명시적으로 실행해보시는 게 좋겠네욘.

지루한 매뉴얼에나 나올법한 얘기지만서도...

안티바이러스 같은 툴들이 특정 디렉토리를 쓰기금지하고 있는 것은 아닌지요?
