시스템 구조 원서인데 이 부분이 무슨 말인지 모르겠습니다.

A flaoting-point number is said to be nomailzed if the most significant digit of the mantissa is nonzero. For example, the decimal number 350 is normalized but 00035 is not. Regardless of where the position of the radix point is assumed to be in the mantissa, the number is normalized only if its leftmost digit is nonzero.

이게 문맥이고요. 여기 중에 "Regardless of where the position of the radix point is assumed to be in the mantissa," 여기에서 assume이 무슨 뜻인가요?? 사전에는 떠맡다, 추정하다 이런 뜻으로 나와있는데 사전에 나와있는 뜻으로는 해석이 안되네요.

assume to be deaf라는 문장은 귀가 들리지 않는 체하다. 입니다.

질문하신 문장에선 detected 비슷한 느낌으로 해석하시면 될 거 같네요.

"radix point가 기수의 어느 부분에서 포착되었는 지에 상관없이"

정도로 해석하면 되지 않을까요? 다른 영어 고수분들이 수동태같은 문법용어를 섞어서 답글 달아주실 것 같네요.
