OpenAI Says It Will Use Google's Cloud For ChatGPT

OpenAI has added Google Cloud as a provider for ChatGPT and its API, expanding beyond Microsoft to address growing demand for computing power. CNBC reports: OpenAI has added Google to a list of suppliers, specifying that ChatGPT and its application programming interface will use the Google Cloud Platform, as well as Microsoft, CoreWeave and Oracle. The announcement amounts to a win for Google, whose cloud unit is younger and smaller than Amazon's and Microsoft's. Google also has cloud business with Anthropic, which was established by former OpenAI executives. The Google infrastructure will run in the U.S., Japan, the Netherlands, Norway and the United Kingdom.

A Retro Gaming YouTuber Faces Possible Jail Time For Reviewing Gaming Handhelds

An anonymous reader quotes a report from Android Authority: Italian YouTuber Once Were Nerd covers a variety of retro gaming topics, but his reviews of ANBERNIC devices appear to be the straw that broke the camel's back. According to the video [here], customs enforcement officers from the Guardia di Finanza showed up at his home and office on April 15 with a search warrant to investigate promotion of pirated copyrighted materials. They seized a variety of ANBERNIC, Powkiddy, and TrimUI gaming handhelds from his collection. In total, more than 30 consoles were taken. The creator, assuming he didn't do anything wrong, complied with demands, providing full transcripts of his conversations and chats with gaming handheld manufacturers. The officers also took his phone, promising to return it in a few days. It was returned two months later, on June 15. According to the video, officials are not required to disclose what exactly the charges are or who has brought them until the initial investigation is complete under Italian law. At that point, the case is either dismissed or goes to trial. The complaint specifically mentions reproduction of copyrighted material from Nintendo and Sony, but the case may originate from the agency itself. However, in the meantime officials have the option to shut down his channel, even before proving any wrongdoing. This is a scary prospect for any creator who has spent years building a channel, and unlike YouTube copyright strikes, there's likely no remedy. Currently, officials contest that his reviews of ANBERNIC devices like the RG Slide, which often, but not always, ship with microSD cards filled with copyrighted ROMs, are punishable under Article 171 ter of the Italian Copyright Law. This law, which was originally written in 1941, allows for a maximum punishment of 15,000 euros (or 30 million Italian Lira, since the law pre-dates the Euro) and three years of jail time.

The Geography of Innovative Firms

The abstract of a paper featured on NBER: Most U.S. innovation output originates from firms that operate R&D facilities across multiple local markets. We study how this geographic structure influences aggregate innovation and growth, and whether it is socially optimal. First, we develop an endogenous growth model featuring multi-market innovative firms that generate knowledge spillovers to geographically proximate firms. In equilibrium, firms may operate in too few or too many local markets, depending on how sensitive are the local spillovers they generate to their local size. Second, to quantify these effects, we link the model to data on firms' R&D locations, patents, and citation networks. Using an event-study design, we show that firms' spatial expansion increases spillovers to other firms and estimate how these spillovers depend on a firm's local footprint. Our estimates imply that U.S. innovative firms operate in too few markets relative to the social optimum. Third, using quantitative counterfactuals, we find that policies promoting broader spatial scope yield larger welfare gains than standard R&D subsidies. Moreover, unlike R&D subsidies, such policies can also reduce regional inequality.

VMware Reboots Its Partner Program Again

VMware has notified partners that its current channel program will end, replacing it with an invitation-only system that significantly reduces the number of authorized partners. Partners not invited to the new VMware Cloud Service Provider program would have received non-renewal notices on July 15, 2025, and can continue transactions only until October 31, 2025, after which they may service existing contracts through their current terms. The company is also ending its White Label program on October 31, 2025. The changes mark the second major partner program overhaul in 18 months, following Broadcom's January 2024 decision to terminate partners operating VMware-powered clouds with fewer than 3,500 processor cores.

Linux users who have Secure Boot enabled on their systems knowingly or unknowingly rely on a key from Microsoft that is set to expire in September. After that point, Microsoft will no longer use that key to sign the shim first-stage UEFI bootloader that is used by Linux distributions to boot the kernel with Secure Boot. But the replacement key, which has been available since 2023, may not be installed on many systems; worse yet, it may require the hardware vendor to issue an update for the system firmware, which may or may not happen. It seems that the vast majority of systems will not be lost in the shuffle, but it may require extra work from distributors and users.

Fedora's NeuroFedora special-interest group (SIG) is considering a change of strategy when it comes to packaging Python modules. The SIG, which consists of three active members, is struggling to keep up with maintaining the hundreds of packages that it has taken on. What's more, it's not clear that the majority of packages are even being consumed by Fedora users; the group is trying to determine the right strategy to meet its goals and shed unnecessary work. If its new packaging strategy is successful, it may point the way to a more sustainable model for Linux distributions to provide value to users without trying to package everything under the sun.

Loadable kernel modules require access to kernel data structures and functions to get their job done; the kernel provides this access by way of exported symbols. Almost since this mechanism was created, there have been debates over which symbols should be exported, and how. The 6.16 kernel gained a new export mechanism that limits access to symbols to specific kernel modules. That code is likely to change soon, but the addition of an enforcement mechanism has since been backed out.

Performance of Python programs has been a major focus of development for the language over the last five years or so; the Faster CPython project has been a big part of that effort. One of its subprojects is to add an experimental just-in-time (JIT) compiler to the language; at last year's PyCon US, project member Brandt Bucher gave an introduction to the copy-and-patch JIT compiler. At PyCon US 2025, he followed that up with a talk on "What they don't tell you about building a JIT compiler for CPython" to describe some of the things he wishes he had known when he set out to work on that project. There was something of an elephant in the room, however, in that Microsoft dropped support for the project and laid off most of its Faster CPython team a few days before the talk.

Kernel prepatch 6.16-rc6

Linus has released 6.16-rc6 for testing; it includes a fix for a somewhat scary regression that came up over the week.

So I was flailing around blaming everybody and their pet hamster, because for a while it looked like a drm issue and then a netlink problem (it superficially coincided with separate issues with both of those subsystems).

But I did eventually figure out how to trigger it reliably and then it bisected nicely, and a couple of days have passed, and I'm feeling much better about the release again. We're back on track, and despite that little scare, I think we're in good shape.

The kernel's perf events subsystem can produce high-quality profiles, with full function-call chains, of resource usage within the kernel itself. Developers, however, often would like to see profiles of the whole system in one integrated report with, for example, call-stack information that crosses the boundary between the kernel and user space. Support for unwinding user-space call stacks in the perf events subsystem is currently inefficient at best. A long-running effort to provide reliable, user-space call-stack unwinding within the kernel, which will improve that situation considerably, appears to be reaching fruition.

The FSF Faces Active 'Ongoing and Increasing' DDoS Attacks

The Free Software Foundation's services face "ongoing (and increasing) distributed denial of service (DDoS) attacks," senior systems administrator Ian Kelling wrote Wednesday. But "Even though we are under active attack, gnu.org, ftp.gnu.org, and savannah.gnu.org are up with normal response times at the moment, and have been for the majority of this week, largely thanks to hard work from the Savannah hackers Bob, Corwin, and Luke who've helped us, your sysadmins." "We've shielded these sites for almost a full year of intense attacks now, and we'll keep on fighting these attacks for as long as they continue." Our infrastructure has been under attack since August 2024. Large Language Model (LLM) web crawlers have been a significant source of the attacks, and as for the rest, we don't expect to ever know what kind of entity is targeting our sites or why. - In the fall Bulletin, we wrote about the August attack on gnu.org. That attack continues, but we have mitigated it. Judging from the pattern and scope, the goal was likely to take the site down and it was not an LLM crawler. We do not know who or what is behind the attack, but since then, we have had more attacks with even higher severity. - To begin with, GNU Savannah, the FSF's collaborative software development system, was hit by a massive botnet controlling about five million IPs starting in January. As of this writing, the attack is still ongoing, but the botnet's current iteration is mitigated. The goal is likely to build an LLM training dataset. We do not know who or what is behind this. - Furthermore, gnu.org and ftp.gnu.org were targets in a new DDoS attack starting on May 27, 2025. Its goal seems to be to take the site down. It is currently mitigated. It has had several iterations, and each has caused some hours of downtime while we figured out how to defend ourselves against it. Here again, the goal was likely to take our sites down and we do not know who or what is behind this. - In addition, directory.fsf.org, the server behind the Free Software Directory, has been under attack since June 18. This likely is an LLM scraper designed to specifically target Media Wiki sites with a botnet. This attack is very active and now partially mitigated... Even though we are under active attack, gnu.org, ftp.gnu.org, and savannah.gnu.org are up with normal response times at the moment, and have been for the majority of this week, largely thanks to hard work from the Savannah hackers Bob, Corwin, and Luke who've helped us, your sysadmins. We've shielded these sites for almost a full year of intense attacks now, and we'll keep on fighting these attacks for as long as they continue. The full-time FSF tech staff is just two systems administrators, "and we currently lack the funds to hire more tech staff any time soon," Kelling points out. Kelling titled his post "our small team vs millions of bots," suggesting that supporters purchase FSF memberships "to improve our staffing situation... Can you join us in our crucial work to guard user freedom and defy dystopia?" Kelling also points out they're also facing "run-of-the-mill standard crawlers, SEO crawlers, crawlers pretending to be normal users, crawlers pretending to be other crawlers, uptime systems, vulnerability scanners, carrier-grade network address translation, VPNs, and normal browsers hitting our sites..." "Some of the abuse is not unique to us, and it seems that the health of the web has some serious problems right now."
