sar 측정시 %usr이 63 이상 나옵니다..

안녕하세요.
sar 측정시 %usr이 63 이상 나옵니다..
부하가 높은 상태이죠?
추가 어플리케이션을 돌리면 아래 상태에서 %usr이
평균 10%정도 더 올라가는데 괜찮을까요?
io는 펑펑 놀고 있는데. 튜닝을 할 때 좋은 방법이
있을까요?
Oracle과 application이 돌고 있습니다.
