마우스를 움직일 때, 포커스가 자동으로 emacs로 가버리는 현상

Windows 환경에서 GNU emacs 사용중입니다. emacs 앞에 떠 있는 어플리케이션에 포커스가 가 있는 상황에서 마우스 포인터를 움직이다보면 emacs가 갑자기 앞으로 나와서 포커스를 가져가버리는 상황이 종종 발생하는데요, 정확한 재현 경로도 모르겠고, 딱히 mouse 관련 mode를 깔거나 설정한 적도 없는데 뭐가 원인일까요?
