일반유저에게 raw socket을 사용하게 할 수 있는 방법 없나요?

root 권한이 있어야만 raw socket을 사용할 수 있다는 사실은 알고 있는데...

혹시 일반유저에게 raw socket을 사용할 수 있도록 특별히 권한을 줄 수 있는지 궁금합니다.

학교에서 프로젝트 때문에 개개인의 사람들에게 모두 root 권한을 줄 수는 없고..

분류해서 raw socket만 사용할 수 있도록 하고 싶습니다.
