한글 코드를 변환하는 프로그램을 php로 짜고 싶습니다.

This library provides an iconv() implementation, for use on systems which don't have one, or whose implementation cannot convert from/to Unicode.
It provides support for the encodings:

The empty encoding name "" is equivalent to "char": it denotes the locale dependent character encoding.
