커널영역에서 udp패킷작성

제가 커널영역에서 udp패킷을 작성하여서
응용역역의 udp서버로 패킷을 전송하는 작업을 하고있는데
혹시 커널의 드라이버단에서 응용으로 패킷을
끌어올릴려면 UDP헤더 IP헤더 Message만을 소켓버퍼에 담아서 네트워크스택으로 올리면 되나요??

그런데 이때 패킷을 올렸을시 서버프로그램이 동작중이지 않으면 전송계층에서 패킷을 그냥 버려버리나요??

그리고 소켓버퍼를 할당받았을시 skb_network_header_reset??과 같은 함수를 이용해 헤더초기화를 하지않으면 오류가 발생하나요??
참고할만한 코드있으면 부탁드리겠습니다ㅠㅠㅠㅠ
