임베디드 ssh(푸티)접속시 Server refused to allocate pty 현상

임베디드 푸티로 접속시 로그인 비번 접속을 하면
Server refused to allocate pty 이라고 나오며 접속이 되지 않습니다.

자료를 찾아봐도 호스트PC에 대한 내용들만 있느것 같아서 임베디드 리눅스에서 이 문제를 처리할 방법이 있나요?
