소유자 퍼미션이 그룹보다 우선 시 되나요?

퍼미션을 지정하다가 좀 이상한 경우를 봐서 질문을 드립니다.

말이 안되는 경우이긴 한데, 소유자가 퍼미션은 없고 그룹 퍼미션만 존재할 때 파일 또는 폴더에 대한 접근 거부가 발생합니다.
owner가 group에 속해 있는 상황에서 test.txt의 퍼미션이 아래와 같이 되어 있으면 허가 거부가 발생하네요.

----rw----  1 owner group    5 12월  4 22:40 test.txt
 
cat: test.txt: 허가 거부

실제로는 의미가 전혀 없는 경우이긴 한데, 단순히 궁금하기도 해서 질문을 드려봅니다.
즉, 소유자 퍼미션이 그룹 퍼미션보다 우선 시 되나요?
