URL encoding 에서 '+' '?' '=' 같은 문자도 변환시키나요???

URL encoding 함수를 만들고 있는데요.

다른 소스보니까.. '?' '=' 같은 문자도 다 '%' 형식으로 변환 시키더라구요

일반적인 웹사이트에서 '?' '=' 같은 문자들은 인코딩 안되고 그대로 표시되던데..

어떤 것이 정말 맞는 방법인지 알고 싶습니다.

고수님들의 조언 부탁드립니다.
