Apache에서 apachectl 스크립트에서 오류가 발생합니다.

지난번 서버구축 관련하여 질문 후 답변 감사히 받았습니다.
현재 차근차근 하나씩 해나가는 과정에 있는데 문제가 발생하여 도움을 청하게 되었습니다.

/usr/local/apache/bin/apachectl -f /usr/local/apache/conf/httpd.conf

아파치 설치후 위 옵션으로 apachectl를 실행한 결과,

Syntax error on line 117 of /usr/local/apache/conf/httpd.conf:
Invalid command 'Order', perhaps misspelled or defined by a module not included in the server configuration

이라는 오류가 발생합니다. 모듈 문제인가싶어 configure시에

./configure --prefix=/usr/local/apache --enable-so --with-mpm=worker --enable-rewrite --enable-headers --enable-modules=s

이렇게 옵션을 주었습니다. httpd.conf파일 자체는 설치 후 아무런 조작도 가하지 않은 상태입니다.
무엇이 문제이며, 어떻게 해결해야하는지 도움을 구합니다.
