php에서 실행파일을 실행시키고 싶습니다.

window 7환경입니다.

제목 그래로 php 스크립트에서 실행파일을 실행시키고 싶은데요.

구글링 해보니 shell_exec('cmd명령어'); 이런식으로 쓰면 되는것 같더라구요

shell_exec('dir')이런 명령어는 되는데

shell_exec('java ~'), shell_exec('nsupdate')이런 명령어들, 실행파일을 실행하는 형태는 안되네요.

권한문제랑 연결되어 있는것 같은데

혹시 해결책 아시는분 있나요??
