make에서 '$<' 사용방법 질문입니다.

예제)

test1.o : test1.c a.h
gcc -c $<

위에서 '$<'는 test1.o가 의존하는 필수 조건 파일중 첫번째 파일이름을 의미한다고 책에서 보았습니다.

그렇다면, 아래와 완전히 같은 문장인가요?

test1.o : test1.c a.h
gcc -c test1.c

이게 맞다면 a.h는 위에서는 기술하지 않아도 되는게 아닌가요?

위에서 a.h의 역할이 무엇인지 설명 좀 부탁들 드려도 될까요?

a.h 가 바뀌면 저 빌드를 수행하게 됩니다.

test.c의 수정일자가 변경되는 side-effect가 생기고, make를 여러번 실행해야 하는 불편이 있을 수도 있지만,
굳이 풀어서 쓰면 이 정도가 되지 싶은데요.

test.c: a.h
        touch test.c
test.o: test.c
        gcc -c $<
